Maybe? I have honestly never purposely rolled for them, save for a few with Lobo and Atalanta because they are adorable.
In general about CEs I only care about the stats and effects, I rarely consider the art.
Unless, as I stated before, the card has Atalanta or Lobo pictures.
So I would call CEs a kind of fan art with benefits: I get to see Lobo and I also obtain a in-game advantage

I’ve always been interested in going back to those extra bonus content discs t-m released for Tsukihime, F/SN and F/HA way back in the day. They usually have a fan art and wallpaper galleries with the artists credited in them, and I wonder if any of those artists from back in the day have stuck around long enough to be making CE art now.
Don’t forget chibi Cu Alter. He’s quite adorable.
