Pretty funny that despite S3 has talent 1 dmg increase effect, the skill itself has neither slow nor bind unlike the other two

Just use someone else’s Slow.
Speaking of Slow though, I’m guessing that it going to be very specific there, in that it only affects enemies with Slow, and not enemies with ‘Movement SPD debuff’. 
Also, she only has one Talent? Unless I’m forgetting someone, she’d be the only one with only one Talent.
