I think they are going for the pre-release → something → release because they want to give you time to get your servants ready for the actual release, like farming.

the ‘something’ in the middle would most likely be the murasaki campaign. But to the same point as Gou mentioned: the fact they haven’t announced it is weird.
I’m still feeling that they’re going to just slide that campaign into the thanksgiving campaign, though assuming the full 5.5 release happens after the panel on saturday, that’s still a couple days of absolutely nothing.
Not like it means anything, it’s only a couple days after all. But man it would be really really weird if they just poorly timed everything and we end up with 4 different campaigns/banners going on simultaneously (Douman, Murasaki, TG, Ibuki)

It would be downright ridiculous because they would blow all the better timing they set up by giving themselves the breathing room JP didn’t get 2 years ago.

It wouldn’t be the first time they suddenly threw a banner in our head and announced it at the same time.
Though the other has also happened where we get nothing and then we go by some days until they release the news about a new event/banner.

Honestly can’t see that happening. Ibuki is her own special banner, slapping it onto TG feels a bit shit. I don’t know what the point of that is.

At this point with the way korea is going and us getting somethings early, I wouldnt put anything past them in their quest to shake things up.
We can still safely expect them not to undermine a banner originally timed to release concurrently with the Servant’s story debut. It would make no sense at all.

Edit: I just looked at my calendar and saw that thanksgiving is next week. So if they follow their usual schedule of second banner a week after, it would technically be on the days of the last banners of thanksgiving which would be extremely odd. Not saying that it cant happen, just that it is unlikely. So my idea of them adding her to thanksgiving, just died.
While i agree with others that it would be unlikely to say the least, I hella wouldn’t complain.
the lb 5.5 CEs are frankly garbage, and the vanilla SR rate up with ibuki is medea lily for… reasons. Putting her on the TG banner would mean not those and i’m all for it. XD

I don’t like debuffs. Never have. the additional 15% debuff success chance doesn’t attract me over devilish bodhi, and even though it’s mono attack stat to devilish’s split stats, i don’t frankly care because i wouldn’t be leveling either one.
So having CoL not be a rate-up CE and just being added to the general pool is a “relief” to me because there’s a bunch of other general pool CEs i’d much rather have.
Edit: relief in quotes because it’s existence does slightly dilute the general CE pool
