Definitely from W!Cecilia would be the best choice unless you are really in need of grails for a merge project. But even then I would rather fodder Halloween Nowi for her Grimoire instead (or her other exclusive skill Live for Bounty) and not for a more common Bond skill, because seasonals are already rare and hard to get.
